Haverhill officials are putting out the call for development proposals for five parcels spanning 4.5 acres for the latest element of their downtown revitalization efforts.

The development site includes the Goecke parking deck on Merrimack Street and surface parking lots that the city currently leases to nearby businesses.

A request for proposals seeks a “significant redevelopment project” including replacement of the deteriorated municipal parking garage. The city is considering establishment of a district increment financing mechanism to pay for infrastructure associated with the project.

Recent projects such as Lupoli Cos.’ The Heights apartment tower have prompted officials to consider the potential for additional development and rezoned the waterfront for additional density for projects that enhance public access and open space along with retail, offices and housing.

Officials will entertain proposals to develop either the entire site or portions and will consider a phased development. Proposals are due on Dec. 31.
