Developer Millennium Partners and local building trades have reached agreement on a project labor agreement designed to encourage minority participation at the $1.35 billion Winthrop Center skyscraper set to begin vertical construction in Boston’s Financial District.

The agreement with the Building and Construction Trades Council of the Metropolitan District sets a goal that 51 percent of the project’s 2,800 construction workers be comprised of Boston residents, along with 40 percent people of color and 12 percent women, Millennium Partners and local trade unions announced.

Millennium Partners is committing $50,000 to create a fund that explores ways to provide affordable child care services during hours that are compatible with construction employment, particularly for single mothers. The agreement also creates an access and opportunity committee to act as a forum to air obstacles to the inclusion goals.

The 53-story, 1.5 million-square-foot office and condo tower at the former site of a municipal garage is scheduled for completion in 2022.
